Abstract
The emergence of the virus SARS-Cov-2 in 2019 has impacted multiple aspects of society, including the direct effects of the virus – through illness and deaths – and its longer-term social and economic effects. Public officials served by the Army Corps of Engineers require up-to-date briefs on the state of variants and the impact of Covid-19. Our papers draw upon qualitative data collection through a comprehensive literature review of policies related to Covid-19, hospitalization data statistics, and government briefings from various European countries on Covid-19. By collecting and gathering data to address the correlation between mobility values, the rate of new cases, and the policy stringency index we can evaluate the effectiveness of European public health policies in reducing transmission and hospitalization rates. European countries, when encountering a surge in Covid-19 cases, have displayed a range of responses, from instituting a lockdown for all unvaccinated individuals, requiring proof of vaccination, or choosing to avoid adding further new policies. We especially aim to provide information on new variants, such as Delta and Omicron, to inform science-driven policies. Finally, we also evaluate how varying public health measures enacted by governments in the face of the pandemic have impacted the workforce and the allocation of resources.
