Abstract
Patients with Alzheimer’s disease and related dementias (ADRD) require extensive care. High quality of care can help improve patient outcomes and reduce hospitalization rates. Insurance plans play a pivotal role in the care patients receive. We are evaluating the association between quality of care for patients with ADRD and whether the patient was enrolled in Medicare Advantage or Traditional Medicare. To accomplish this, we are performing a systematic review of ADRD care literature to formulate lists of crucial quality of care measures. Not everything that is considered a quality of care measure for one ADRD patient is considered a quality of care measure for all patients with ADRD. To account for this, patients studied will be categorized based on the severity of their ADRD and then assessed on a set of quality measures specific to their severity group. We will evaluate these measures using the Medicare Current Beneficiary Survey (MCBS) of all community dwelling ADRD patients over the age of 65 from 2017 to the latest available data. Then, quality of care results will be compared between Traditional Medicare patients and Medicare Advantage patients. Currently, we have no results. However, since Medicare Advantage uses a capitation per person reimbursement for patients rather than the fee for service model Traditional Medicare uses, I expect Medicare Advantage to provide better quality of care.
