Abstract
In order to understand what influences policy makers, I analyzed environmental regulatory policies from the Obama administration and the first Trump administration. These policies include the Office of Surface Mining Reclamation and Enforcement’s 2010 Stream Protection Rule and a 2019 Clarification of Provisions to minimize duplicate investigations of regulatory mining violations, as well as a 2020 Department of Energy change to the environmental documentation review process. I read public comments on the proposed policies and quantified their success by comparing their requested policy changes to changes the agency made to the final rule. Tracking the suggestions of commenters, I sorted them into coalitions to further identify collective success rates and determine what type of organizations advocate for similar issues.
