Abstract
My research dives into the question of who is shaping FDA Tobacco policy following the 2009 Family Smoking Prevention and Tobacco Control Act, which gave the FDA authority to regulate Tobacco. My research looks at public comments on Tobacco policy and breaks these comments into coalitions based on their asks and judges which coalitions the FDA listens to between the proposed and final rule.
