Abstract
“How Do Advocacy Campaigns Affect Public Policy?â€_x009d_ is an ongoing research project that works to analyze public comments left on proposed policy documents and the effect they have on policy change. My research focused on the U.S. Environmental Protection Agency (EPA) and its regulation of hazardous air pollutants (HAPs) from the lime manufacturing and steel manufacturing industries in the United States. Comments on these rule proposals came primarily from two coalitions: the large business coalition, which represented the interests of lime businesses and iron businesses in both of their respective rules and sought to further private business interests, and the environmental justice coalition, which was made up of organizations that sought to strengthen regulation to protect public interests such as clean air.
